1. Declares that, by failing to adopt the measures necessary to comply with the judgment of the Court of Justice of 24 May 1988, the Kingdom of Belgium has failed to fulfil its obligations under Article 171 of the EEC Treaty;
2. Orders the Kingdom of Belgium to pay the costs.
