Administrative Law-judicial review-Health and Social Services Minister-residential provision for child not illegal if contrary to unanimous professional advice and influenced by cost-general duty under Children (Jersey) Law 2002, art. 19(1) to safeguard and promote child's welfare gives Minister discretion-professional advice to be considered very carefully-may consider available financial resources and cost of particular recommendations
