DECISION ON APPLICATION FOR REVIEW

The unanimous decision of the tribunal is that the applicant's application for review is denied by the tribunal on the grounds that it has no reasonable prospect of success.

1. This matter came before the tribunal by way of an application for review by letter dated 31 January 2003 attached hereto and designated A.
2. The tribunal made no determination in this case. The matter was withdrawn by Counsel for the applicant after the tribunal gave him time to consider the legal issues arising in this case. Accordingly, the tribunal considers that this application has no reasonable prospect of success and is hereby dismissed.
