An Act to improve the Administration of Justice in the Court of
Chancery and in the Judicial Committee of the Privy Council.{1}

COURT OF CHANCERY ACT 1851 - SECT 16
Quorum of Judicial Committee.

16. ... No matter shall be heard, nor shall any order, report, or
recommendation be made, by the Judicial Committee, in pursuance of
any Act, unless in the presence of at least three members of the
said committee, exclusive of the Lord President of Her Majesty's
Privy Council for the time being.
