The Scottish Ministers make the following Regulations in exercise of the powers conferred by sections 11(1) and 16(2)(b) of the Local Governance (Scotland) Act 2004( 1) and all other powers enabling them to do so.
In accordance with section 11(4) of the Local Governance (Scotland) Act 2004 the Scottish Ministers have considered information, advice and recommendations given to them by the Scottish Local Authorities Remuneration Committee.
1.—(1) These Regulations may be cited as the Local Governance (Scotland) Act 2004 (Remuneration) Amendment (Amendment) Regulations 2025 and come into force on 31 March 2025.
(2) In these Regulations “ the 2007 Regulations” means the Local Governance (Scotland) Act 2004 (Remuneration) Regulations 2007( 2).
2.—(1) The Local Governance (Scotland) Act 2004 (Remuneration) Amendment Regulations 2025( 3) are amended in accordance with paragraph (2)
(2) In regulation 2 (amendment of the Local Governance (Scotland) Act 2004 (Remuneration) Regulations 2007)—
(a) in paragraph (3), in entry (a) of the table to be substituted in regulation 7(2) (remuneration of the Civic Head) of the 2007 Regulations, for “£37,458”substitute “£37,548”,
(b) in paragraph (5), in entry (a) of the table to be substituted in regulation 9(3) (amount of remuneration of Senior Councillors) of the 2007 Regulations, for “£37,458”substitute “£37,548”,
(c) after paragraph (6) insert—
“(6A) In regulation 12 (joint boards)—
(a) in paragraph (8) (which concerns the total yearly amount to be paid to the convener of a joint board) for “£26,686” substitute “£28, 207” ,
(b) in paragraph (9) (which concerns the total yearly amount to be paid to the vice-convener of a joint board)—
(i) omit “of” where it second occurs,
(ii) for “£25,352” substitute “£26,797” . ”.

These Regulations amend the Local Governance (Scotland) Act 2004 (Remuneration) Amendment Regulations 2025, which in turn amend the Local Governance (Scotland) Act 2004 (Remuneration) Regulations 2007 (“ the 2007 Regulations”).
Regulation 2(2)(a) and (b) amends entry (a) in the new tables to be substituted into regulations 7(2) and 9(3) of the 2007 Regulations. Regulations 7(2) and 9(3) deal respectively with the maximum amounts of remuneration payable to Civic Heads and Senior Councillors.
Regulation 2(2)(c) sets new levels of remuneration for councillors who perform the role of conveners or vice-conveners of joint boards.
S.S.I. 2007/183, relevantly amended by S.S.I. 2013/119, S.S.I. 2015/7, S.S.I. 2016/6, S.S.I. 2024/24and S.S.I. 2025/8.
