By agreement of the parties the following decision is made:

1.              The decision of First-tier Tribunal Judge Manuell, promulgated on 17 January 2022, dismissing the appellant's appeal against the respondent's decision to refuse to issue her with an EU Settlement Scheme Family Permit is hereby set aside.

2.              The requirements of the SSHD's policy set out in 'EU Settlement Scheme Family Permit and Travel Permit' v.11.0 [24.3.2022] EU Settlement Scheme family permits (publishing.service.gov.uk) 'Dependent parent' (pages 63-66) being satisfied, the appellant's appeal against the respondent's refusal decision is hereby allowed.
