Income Tax-Local authority-Liability to account for tax deducted from interest-General rate fund comprising all receipts and all outgoings-Separate accounts for industrial undertakings-Power to apply each year out of the general rate fund a sum, not exceeding the surplus profits of each undertaking, to specified purposes of the undertaking-Whether surplus profits of undertakings available for payment of interest-Income Tax Act, 1918 (8 & 9 Geo.
