Summary: The complainant requested a record of a meeting that took place on 3 November 2006 between members of Wimborne Town Council (-œthe Town Council-) and East Dorset District Council (-œthe Council-). The Council stated that it held no records of this meeting. As the complainant did not accept this response, the Information Commissioner (-œthe Commissioner-) investigated. The Commissioner decided that the request should have been handled under the terms of the Environmental Information Regulations 2004 (-œthe EIR-). However, the Commissioner was satisfied that the Council did not hold the information requested on the balance of probabilities and requires no steps to be taken. He found that the Council breached regulation 14(2) and 14(3)(a) of the EIR.
