The complainant requested information from the National Gallery about a contract for providing visitor services and security. The National Gallery refused the request under section 14(1) of FOIA on the basis that the request was vexatious. The Commissioner’s decision is that the National Gallery has correctly applied section 14(1) to the request and so he does not require it to take any further steps to ensure compliance with the Act.
