Independent Office for Police Conduct

The complainant requested information about a death in police custody. The Independent Office for Police Conduct (‘the IOPC’) refused to comply with the request on the grounds that it was vexatious within the meaning of section 14(1) of the FOIA. The Commissioner’s decision is that the IOPC was entitled to rely on section 14(1) of the FOIA to refuse to comply with the request. The Commissioner requires no steps as a result of this decision.
