Oxford City Council

The complainant has requested information about air pollution monitoring data. Oxford City Council refused to disclose the information under regulation 12(4)(b) (manifestly unreasonable requests) and regulation 12(4)(d) (material in the course of completion). The Commissioner’s decision is that the Council is not entitled to withhold the information under regulation 12(4)(b) or regulation 12(4)(d).
