The complainant has made various requests for information about Traffic Regulation Orders and specific roads. Derbyshire County Council refused to comply with the requests on the basis that they were vexatious under section 14(1) (vexatious requests) of FOIA and regulation 12(4)(b) (manifestly unreasonable requests) of the EIR. The Commissioner's decision is that the Council is entitled to apply section 14(1) of FOIA, and that where the requests seek environmental information, the Council is entitled to rely upon regulation 12(4)(b) of the EIR. The Commissioner does not require further steps.
