The complainant has made a number of requests relating to a specific land development. The Tendering District Council ("the Council") refused the request under regulation 12(4)(b). The Commissioner's decision is that the Council was entitled to refuse the request under regulation 12(4)(b). He also finds that the Council breached regulation 5(2), by failing to respond to multiple requests within 20 working days. The Commissioner does not require further steps.
