The complainant has requested the identity of the other party to a licence agreement. The above public authority relied on sections 41 (actionable breach of confidence) and 43 (commercial interests) of FOIA to withhold the information. The Commissioner's decision is that the public authority was entitled to rely on section 41 of FOIA to withhold the information.
