The complainant has requested information related to a Planning Application. Carmarthenshire County Council ("CCC") relied on regulation 13 of the EIR (third party personal information) to withhold the information. The Commissioner's decision is that the CCC has correctly relied on regulation 13 of the EIR to withhold the information but that it failed to respond to the request in time and breached regulation 5(2) and regulation 14 of EIR. The Commissioner does not require further steps to be taken.
