The Commissioner's decision is that the complainant's request for records for glyphosate use on farms in the Carmarthen area is not manifestly unreasonable under regulation 12(4)(b) of the EIR. The Commissioner requires the Health and Safety Executive to take the following step to ensure compliance with the legislation: Provide the complainant with a fresh response to their request that complies with the EIR and that doesn't rely on regulation 12(4)(b).
