The complainant has requested information about training of some of its staff from Cleveland Police. Cleveland Police provided some information but refused to provide the remainder citing section 40(2)(Personal information) of FOIA. The Commissioner's decision is that section 40 is properly engaged. However, he finds that Cleveland Police breached section 10(1) by failing to comply with section 1(1)(a) within the statutory time period. The Commissioner does not require further steps.
