The complainant requested information about a planning application in Saltaire, Bradford. Bradford City Council ("the council") provided some information however it redacted the documents it disclosed under Regulation 13 of the EIR (personal data). The complainant argues that the council has not disclosed all of the information it holds, and that the council has overly redacted the information it did disclose. The Commissioner's decision is that the council was not correct to apply Regulation 13 to some of the information which it redacted from the information which it disclosed to the complainant. Beyond this however, he has decided that no further information is held by the council falling within the scope of the complainant's request for the purposes of Regulation 5(1) of the EIR. The Commissioner requires the council to take the following steps to ensure compliance with the legislation:to disclose the requested information to the complainant again, subject only to the redactions identified within paragraph 55 of this notice under Regulation 13 of the EIR.
