The complainant requested information about a number of related matters in four separate requests.  The public authority (the "public authority") relied on section 14(1) of FOIA (vexatious) to refuse the requests. The Commissioner's decision is that the requests were vexatious and therefore the public authority was entitled to rely upon section 14(1) of FOIA to refuse them.  The Commissioner also finds that the public authority did not provide a refusal notice in respect of the third request within the statutory deadline as required.
