The complainant requested information regarding how the Council had come into possession of a specific parcel of land. Cornwall Council (the Council) cited section 21 of FOIA to refuse the request for the information. The Commissioner's decision is that the Council was entitled to rely on section 21(1) of FOIA to refuse the request for information already in the public domain.
