The complainant has requested the guidance manual issued to sensitivity reviewers by the public authority. The Foreign, Commonwealth and Development Office ("the FCDO") refused the request under section 14(1) (vexatious). The Commissioner's decision is that the FCDO are entitled to rely on section 14(1) to refuse the request. The Commissioner does not require further steps.
