The complainant requested information relating to the disposal of land. Exeter City Council (the "Council") disclosed some information and withheld other information under the exception for commercial confidentiality (regulation 12(5)(e). The Commissioner's decision is that the Council correctly withheld information under regulation 12(5)(e) but that its internal review breached regulation 11(5)(a) and it failed to disclose information in time, breaching regulation 5(2). The Commissioner does not require further steps.
