The complainant requested information about a proposed Battery Energy Storage scheme. Burnley Borough Council (the "Council") disclosed some information but withheld the majority of the information under the exception for the interests of the information provider (regulation 12(5)(f)). The Commissioner's decision is that the Council correctly applied regulation 12(5)(f) to the request but that it disclosed some information outside the time for compliance and breached regulation 5(2) . No steps are required.
