Information rights appeal - Freedom Of Information Act requester (2R in Driver and Vehicle Licensing Agency’s appeal) wished to publish on the web electronic documents and bundles (including skeleton arguments), provided to parties by DVLA in accordance with case management directions, with view to soliciting free legal advice - DVLA made application under rule 14(1)(a) to prohibit publication - whether party needs Upper Tribunal’s permission to publish bundles on the web - whether UT has power to permit or prohibit publication - whether permission should be granted in instant case - whether implied undertaking exists that documents provided in proceedings will not be used for other purposes.
