Appellant applied for a restricted HGV licence authorising two vehicles. Numerous requests for further information with inadequate responses given. Deadline given to resolve issues. Appellant failed to respond and when application refused, asserted that response was impossible because of on lockdown and the furloughing of manager. OTC in fact sent letter by email prior to lockdown and furloughing. The Appellant's failure to respond was as a result of its own management failings.
