Carer's allowance . Whether or not carer's allowance is payable for a young person over the age of 16 but under compulsory school age who is being "home educated" . Consideration of Deane, the EA 1996 and R(Quintavalle) v Secretary of State for Health [2003] 2 AC 687 : purposive interpretation of the Social Security Contributions and Benefits Act 1992 in the light of changes to legislation under the Education Act 1996.
