The Education (National Curriculum) (Attainment Targets and Programmes of Study in History) (Wales) (Amendment) Order 1991

Whereas the Secretary of State has given notice of the proposal to make this Order to the Curriculum Council for Wales and to all other persons with whom consultation appeared to him desirable, in accordance with section 21(2) of the Education Reform Act 1988(1);

And whereas the Secretary of State in accordance with subsection (3) of the said section 21, duly published a draft of this Order and the other documents mentioned in that subsection and sent copies of them to the said Council and to each of the persons consulted by him, and allowed a period of not less than one month for the submission of evidence and representations;

And whereas that period has now expired;

Now therefore in exercise of the powers conferred upon him by section 4(2)(a) and (b) and (4) of the Education Reform Act 1988 the Secretary of State hereby makes the following Order in the terms of the said draft without modification:

Citation, commencement, application and interpretation

1.-(1) This Order may be cited as the Education (National Curriculum) (Attainment Targets and Programmes of Study in History) (Wales) (Amendment) Order 1991 and shall come into force on 14th August 1991.

(2) In this Order "the principal Order" means the Education (National Curriculum) (Attainment Targets and Programmes of Study in History) (Wales) Order 1991(2).

2. Article 1(2) of the principal Order is amended by adding at the end of the definition of "the Document" the words "(except in Schedule 3 to this Order) as amended in accordance with that Schedule".

3. There shall be added after Schedule 2 to the principal Order a new Schedule as follows:-

Article 1(2)

"SCHEDULE 3AMENDMENT OF THE DOCUMENT

PART I

The Document is amended as follows:-

(1) in the list of study units set out in the general introduction to the programme of study for key stage 3;

(a)for the study unit entitled "18. Wales in industrial Britain c. 1760 to c. 1960" there shall be substituted the following:-

(2) for the title "Wales in industrial Britain c. 1760 to c. 1960" in study unit 18 of key stage 3 there shall be substituted the following title:-

(3) for study unit 27 of key stage 3 there shall be substituted the study unit set out in the Part II below.

PART IIBRITAIN, EUROPE AND THE WORLD C. 1900 TO C. 1960 KS3 STUDY UNIT 27

Pupils should be introduced to aspects of the history of Wales, Britain and Europe in the 20th century in a world context. They should gain an understanding of some of the main political, economic and social influences which have shaped the world in which they live.

The focus of the unit should be on the following themes:

Explanatory Note

(This note is not part of the Order)

Section 4(2) of the Education Reform Act 1988 places a duty on the Secretary of State to establish the National Curriculum by specifying appropriate targets, programmes of study and assessment arrangements for each of the foundation subjects.

Section 4(4) allows such an Order, instead of containing the provisions to be made, to refer to provisions in a Document published by Her Majesty's Stationery Office and to direct that those provisions shall have effect subject to amendments.

The Education (National Curriculum) (Attainment Targets and Programmes of Study in History) (Wales) Order 1991 (S.I. 1991/752) "the principal Order" refers to the Document entitled "History in the National Curriculum (Wales)" ("the Document") and provides for the attainment targets and programmes of study set out in it to have effect for the four stages of a pupil's compulsory schooling.

The principal Order as amended by the present Order directs that the Document be amended as respects the programme of study specified for key stage 3.

The amendments to the Document are contained in a new Schedule 3 and:-

(i)change the period studied in Unit 18 from c. 1760-�c. 1960 to c. 1760-�c. 1914;

(ii)replace existing Study Unit 27 with a Unit entitled "Britain, Europe and the World c. 1900-�c. 1960" as detailed in Part II of that Schedule; and

(iii)amend the General Introduction of the Key Stage 3 Programme of Study to reflect these changes and to make clear that Unit 27 must be studied after Unit 18.
