In exercise of the powers conferred upon me by section 37(1) of the Police Act 1996(1), after consultation in accordance with section 37(2) of that Act, I hereby make the following Order:
1. This Order may be cited as the Police (Secretary of State's Objectives) Order 1999 and shall come into force on 1st April 1999.
2. The Police (Secretary of State's Objectives) Order 1998(2) is hereby revoked.
3. The objectives for the policing of the areas of all police authorities established under section 3 of the Police Act 1996 are-�
(a)to deal speedily and effectively with young offenders and to work with other agencies to reduce offending and re-offending by young people;
(b)to identify and reduce local problems of crime and disorder in partnership with local authorities, other local agencies and the public; and
(c)to target and reduce drug-related crime in partnership with other local agencies, in particular local Drug Action Teams or local Drug and Alcohol Action Teams, and having regard to the Command Paper entitled "Tackling Drugs to Build a Better Britain: the Government's Ten-Year Strategy for Tackling Drugs Misuse"(3).

This Order sets out the Secretary of State's objectives for the policing of the areas of all police authorities established under section 3 of the Police Act 1996. The objectives replace those set out in the Police (Secretary of State's Objectives) Order 1998 which is revoked by this Order. Section 6(2)(a) of the 1996 Act requires police authorities to have regard to these objectives in the discharge of their functions. Local policing objectives determined under section 7 of the 1996 Act must be consistent with these objectives. Section 8 of the 1996 Act requires police authorities to issue local policing plans which must give particulars of these objectives.
